A major development has emerged for government employees in Jammu and Kashmir who were appointed against posts advertised before 24 December 2009.
An official Office Memorandum issued by the ARI and Trainings Department confirms that the government is examining a draft Cabinet proposal to extend the Old Pension Scheme to such employees.
What is happening
• The proposal covers employees appointed against pre 24-12-2009 advertised posts
• These employees were later brought under the New Pension Scheme
• The government is now reviewing their coverage under the Defined Pension Scheme
The draft Cabinet Memorandum has been examined and found in order after considering judicial pronouncements and relevant government instructions.
Important financial point
The department has raised a key observation regarding adjustment of accumulated funds, including
• 14 percent employee contribution
• 10 percent government contribution
• Amount deposited in GPF since 2010
It has asked the Finance Department to clearly define
• The method of fund adjustment
• Timelines for disbursement
• Proper inclusion in the operative part of the final Resolution
Why this matters
If approved by the Cabinet, this move can bring major relief to thousands of employees who have been demanding coverage under the Old Pension Scheme for years.
The issue has now formally reached Cabinet level, indicating serious consideration by the government.
Final decision is awaited.
