Eligibility Criteria & Educational Qualifications

Eligibility for Migrants and Kashmiri Pandits

Only "Migrants" as defined in SRO 412 of 2009 or "Kashmiri Pandits" as per SRO 425 of 2017 are eligible. Migrant status must be certified by the Relief and Rehabilitation Commissioner, J&K. Those applying under SRO 425 require certification from the concerned Deputy Commissioner.

Domicile Requirement

All applicants must be domiciles of the Union Territory of Jammu & Kashmir and possess a valid Domicile Certificate issued by the competent authority on or before September 8, 2026.

Reservation Policy & Horizontal Reservation

Reservation will apply as per category-wise break-up provided by the indenting department, following the Jammu & Kashmir Reservation Act/Rules. If suitable candidates are not available from any reserved category (other than RBA), those posts may be filled from open merit candidates.

Horizontal Reservation for Ex-Servicemen (ESM) and Persons with Benchmark Disabilities (PwBD) will apply as communicated by the indenting department. For ESM candidates, horizontal reservation is applicable to posts carrying pay up to Level-6E (35900-113500).

Selection Process & Examination Scheme

The selection will be based solely on merit obtained in the written/OMR examination. The exam will comprise objective-type multiple choice questions set in English only. There will be negative marking of one-fourth mark for each wrong answer.

The syllabus for each post will be notified separately on the official website. Document Verification (DV) will be conducted for shortlisted candidates, who must produce all original certificates and documents.

Compensatory Time and Scribe Facility

Eligible PwBD candidates may avail a scribe and/or compensatory time of 20 minutes per hour of examination, subject to producing a certificate from a competent Medical Board (Annexure-B) and an undertaking (Annexure-C). Candidates must arrange their own scribe, who must meet prescribed conditions regarding qualification and independence.
