The Jammu & Kashmir School Education Department has issued a notice for a high-level Review Meeting on 24 September 2025 at the Civil Secretariat, Srinagar. The meeting, chaired by the Chief Secretary, J&K, will focus on two key agenda points:
1. Execution of Civil Works
2. Implementation of the Apex Court Order regarding Teachers Eligibility Test (TET)
Top officers from Higher Education, Public Works, Rural Development, Law & Justice, and the School Education Department (including Directors of Education Kashmir and Jammu) will attend. Jammu-based officers will join virtually from the Civil Secretariat, Jammu.
Supreme Court Order on TET
On 1 September 2025, the Supreme Court of India ruled that:
All aspiring teachers must qualify the Teachers Eligibility Test (TET) to be appointed.
Even in-service teachers will now have to pass TET to continue in service.
Teachers with less than five years of service left before retirement may continue, but they will not be eligible for promotion unless they clear TET.
This landmark judgment has sparked widespread anxiety among thousands of teachers in Jammu & Kashmir and across India.
States’ Reactions Across India
Several state governments have already expressed concern and moved to support in-service teachers by filing or planning review petitions in the Supreme Court:
Uttar Pradesh: Chief Minister has directed the Basic Education Department to seek a review of the order, arguing that experienced teachers’ years of service cannot be disregarded.
Tamil Nadu: Education Minister stated the state will win its review petition and assured teachers their rights will be protected.
Kerala: The state government has announced it will challenge the order, with a petition already in preparation.
Odisha: Teachers have voiced worry, and the government has promised to safeguard their interests.
Tripura: Teachers’ organisations, including STFI, are collectively moving the Supreme Court for review.
These developments highlight that the debate over TET is not confined to J&K but has become a national issue.
